Brown - O'Haver Loss Claims Representatives was founded in Arizona in 1988 and has forged alliances with public adjusting firms throughout the United States.

While we primarily concentrate in the States of Arizona, New Mexico, Utah, Colorado, and Oklahoma were we have an office presence, members of our staff i.e. our public adjusters are licensed from California to Maryland. If we are not licensed in your State, we can refer you to someone who is & who is a competent public adjustor.

Here is an introduction to our Staff Personnel (by years of service) who are highly professional & experienced public adjusters offering services in places like Arizona, Oklahoma & many other places.


David E. Young, CPPA, SPPA
Certified Professional Public Adjuster
Senior Professional Public Adjuster


David E. Young, CPPA, SPPA Certified Professional Public Adjuster Senior Professional Public Adjuster Mr. Young is one of very few individuals throughout the world who has passed both the Certified Professional Public Adjuster (CPPA) Examination and the Senior Professional Public Adjuster Examination (SPPA). He has achieved the designations of both through the University of Iowa and the National Association of Public Insurance Adjusters (NAPIA). He has actively served on NAPIA'S Ethics Committee. He was the founding President of the Arizona Association of Public Insurance Adjusters. Mr. Young is a graduate of Weber State University with a degree in Finance. He has post graduate training in Advanced Financial Analysis through Utah State University and Dun & Bradstreet courses. He is a nationally recognized expert in the appraisal of insurance claims, having been retained by a national publisher to author writings to train attorneys in this provision of insurance law.



Rae Beth Young,
Senior Public Adjuster


Mrs. Young is a founding partner of Brown - O'Haver. She has experience adjusting the claims of Traveler's Insurance as well as those of State Farm Insurance and has served on the State Board that oversees the questions asked on the Arizona Insurance Adjuster examination. She was one of the original participants on this committee. Mrs. Young was elected by the small business community of her state to serve under Ronald Reagan at the White House Conference on Small Business. In this position she helped recommend and formulate governmental policies towards small business. Mrs. Young is a recognized expert in Homeowner and Additional Living Expense claims and is currently involved in the challenging role of preparing inventories in buildings tainted by mold, smoke, water and fire.



Daniel Mark Larsen, CPPA
Certified Professional Public Adjuster


Dan Larsen is a graduate of Clark College in Vancouver, Washington, and is a Certified Professional Public Adjuster (CPPA). He has served with Brown - O'Haver since 1992. He has experience with a defense law firm retained by America's largest insurers. He has lived in Mexico, is bilingual and speaks fluent Spanish. He has helped hundreds of Spanish speaking clients obtain the benefits their insurance policies promise. He is a member of the National Curriculum Committee of the Adjuster's Insurance School.




William G. Young,
Senior Public Adjuster


Bill Young earned a BS degree in management from San Diego State University where he has taught resource planning and was the Chairman of the Curriculum Advisory Committee at San Diego State University. He has been involved in insurance adjusting for over twenty years having been a contract manager and having prepared valuations and contractual estimates for three Fortune 500 companies. He was Manager of Contracts, (which included insurance) and managed the relocation of international manufacturing plants from Puerto Rico to Mexico. Bill gained distinction in the Insurance Adjusting Industry when, as part of the team that represented the Government of the Virgin Islands, he assisted in the adjustment of insurance claims for as much as $400 million. He has served as the Administrator of the Adjusters Insurance School. His work product in business interruption claims is among the best in North America.




Alice Young,
Senior Member, Brown - O'Haver of Oklahoma LLC
Oklahoma Office Manager

Alice Young is the Manager of Brown - O'Haver's Oklahoma City Office. She has worked in the public adjusting business since she was 16 years old participating in the preparation of inventories from burned out homes. Alice earned a B.S. in Communication from Southern Utah University and has post graduate training at the University of Oklahoma. She is currently preparing to take the Certified Professional Public Adjuster (CPPA) examination.

Alice also has served in managerial positions of two of the largest retail chains in the world, lending expertise to her abilities in commercial claim property valuation.




Jeremy Mathis,
Senior Public Adjuster


Mr. Mathis earned a Bachelor of Arts in political science from the University of Oklahoma. Before becoming a public insurance adjuster he was an auto liability adjuster for Farmers Insurance. His experience as an adjuster for both an insurance company and a public adjusting firm lends to his first hand knowledge of the insurance claims process and unique ability to negotiate claims. He specializes in structure claims and business interruption in the Oklahoma office.





Carthryn Babbitt.

Cathryn is an inventory specialist where her primary role is to oversee inventory preparation to support a client’s claim. This role is crucial to creating a strong connection between Brown - O’Haver and its clients and in providing a value added service. Brown - O'Haver inventories are respected industry-wide.

Cathryn brings a wealth of experience to her position. She once served as an ambulance driver an EMT where she developed a great empathy for those who have suffered a setback in their lives. She is a graduate of the Adjusters Insurance School and of schools and colleges in Arizona.



Arthur E. Flinton, SCLA

Art is the Managing Adjuster for the Brown - O'Haver Office In Utah and is currently licensed Utah, Colorado, and Arizona. He served as the Managing Adjuster for the Santa Fe, New Mexico office of Brown - O'Haver for the three years we assisted victims of the Cerro Grande Fire in Los Alamos.

Art began working for the USF & G insurance Company as a Property Claims Examiner, supervised its Branch Claims Units and became its first Home Office General Adjuster with Policy Limits Settlement authority for claims throughtout the entire United States. He was USF & G's National Catastrophe Coordinatory, has taught courses in insurance adjusting as well and as a Quality Control and Training Manager for Hurricanes Katrina in Mississippi, Rita in Texas, and Wilma in Fort Lauderdale, Florida

The ultimate designation a claims professional can earn is the SCLA (Senior Claim Law Associate) and Art has obtained this designation. The SCLA is achieved by completing the Legal Principles program and three of the five American Educational Institure programs ub either Liability, Property, Workers’ Compensation, Automobile Claims and Coverage, or Claims Fraud Investigation and Defense. He is also a Certified Mold Inspector and Certfed Mold Remediator being Certitifed through the National Association of Mold Professionals.

Brown - O'Haver Staff are sometimes asked about Adjusters International which is a collection of various firms using that name for marketing purposes. For six years in the 1990's, Brown - O'Haver was known as Brown - O'Haver Adjusters International and even pioneered homeowner claims for AI in Arizona. In 1996, Brown - O'Haver won the award for the most new clients obtained. After various changes at AI were incorporated, we decided to go back to the name Brown - O'Haver that we had enjoyed for six years prior and drop the Brown - O'Haver Adjusters International moniker. We haven't looked back.
